Disconnect the solenoid lead from the starter, and run a hot wire from your battery and tap it on the post on the starter. Make sure the bike is in neutral and the key switch is on. When you tap the hot wire to the starter, you should hear it try to engage. If it does engage, then it's a bad solenoid. If it doesn't, it's the starter. Before doing any of this, triple check all your electrical connections from the key switch to the starter itself. You may have some mild corosion on one of them, and that would reduce the current flow from the battery and make everything seem weak. Hope this helps.
